Isaac Linton
Asst. Director
Mr. Linton obtained a BS from BYU-Idaho in Business Administration. While finishing his degree Isaac started a land development company specializing in residential property. Mr. Linton was also the manager of a sign and marketing business. He recently received his MPA Degree from the University of North Texas.

Chantal Kirkland
Executive Director
Chantal obtained a BS in Political Science and Master’s of Public Administration from the University of North Texas. Starting out as a Planning Technician in the City of McKinney in 2001, she quickly rose up to Planner and then moved into private sector planning and consulting with Kimley-Horn and Associates in 2004.

Mike has been a Justin resident for 10 years and was appointed to the Justin EDC Type A Board in 2003. He is married with 2 dogs and 1 grandson. Mike has been in the oil and gas business for 25 years. In addition to the EDC, he is an active member of the Justin United Methodist Church and a Director of the Justin Civic Foundation.

Chris Cassels

Chris Cassels – Noble Logistics, Inc. - Vice President, Automotive/Other Division
Chris Cassels began his career in the automotive parts industry in 1988 in the new car dealerships environment. He held many positions while working his way up to Service and Parts Director of a multi-franchise dealership in 1993. Chris joined the founder of NobleLogistics (formerly DSI) in 1997 as part owner and General Manager for the expansion markets of Austin and San Antonio. This area became one of the company’s most profitable operations. During 2003-2008, he assumed the responsibility of managing 25 of the 39 NLI branches. These NLI branches represented 55.4% and $36,000,000 in annual revenue with division branch level contribution exceeding $4,000,000. This division served a combination of automotive and pharmaceutical clients. In June of 2009, Chris was asked to assume oversight of the struggling NLI Gulf Coast Division. The combined operations represent 67% of the company's entire revenue and profitability. He attributes his success to his commitment and hard working attitude coupled with his natural business sense. Throughout his career he has made customer service a top priority. Further, Mr. Cassels' has always had a desire to serve his community. This desire drew him to his passion for serving his community and he joined the Justin Economic Development Board as a member in 2010. He was then asked to lead the Board as President in 2011.

Teri Addington
EDC Board Treasurer
Teri was an originating Justin EDC Type A Board member in 2002-03 and returned to the Board in 2008. She has a Bachelor of Science from Texas A&M and is a graduate of our own Northwest High School. She and her husband have resided in Justin since 1998. She is a past-president of the former Justin Chamber of Commerce and an ex-officio of the Northwest Metroport Chamber of Commerce. She has been a Texas licensed realtor since 1998.

Mark McLaughlin
EDC Board Vice President
Mr. McLaughlin has lived in Justin with his wife and two sons since 2002. He has served as a member of the City of Justin Finance Committee, as well as being a City Council Member for two terms. He is a C.P.A, having worked for a Ft. Worth company for the past 24 years.
